Set a few decades after the events of Dogs of War, the story takes place both on Earth and on a harsh, developing Martian colony known as "Hell City."

The plot follows Jimmy Marten, a human construction worker on Mars who has been genetically modified (bioformed) to survive the brutal environment. Struggling to make ends meet and addicted to a costly drug, Jimmy agrees to illegally lease out some of his unused brain "headspace" to smuggle data for cash.

However, the data turns out to be a fully conscious, self-aware digital mind belonging to Honey—the highly intelligent, bio-engineered human/bear hybrid and political activist from the first book. Honey is on a mission to reconnect with a mysterious, potentially volatile distributed intelligence hidden in the Martian
